Nièvre Numérique drives the digital transformation of its member municipalities with a unified solution

Nièvre Numérique: from digital infrastructure to territorial management
After equipping the Nièvre department with high-performance ultra-fast broadband (150,000 premises connected, €250M invested), Nièvre Numérique is entering a new phase: making the most of its networks to serve public policy and the ecological transition.
The challenge is no longer just access to digital technology, but the practical use of this infrastructure to meet local needs. With this in mind, Nièvre Numérique launched the Connected and Sustainable Territory project, in line with the Departmental Strategy for Digital and AI Uses (SDUNIA), approved by its governing board in October 2025.
To structure this approach, the syndicate relies on Kuzzle’s territorial Hypervision platform.
The project stands out for its unique roll-out model: trained by Kuzzle, Nièvre Numérique’s teams have become advocates of the solution among their member local authorities, supporting them as they deploy and expand their use cases independently. This collaboration strengthens Nièvre Numérique’s position as the territory’s key digital operator.
This model can now be replicated by other joint syndicates and territorial operators, turning their infrastructure role into a genuine management lever for their member authorities.

A network that keeps growing
A clear vision
Fabien Bazin, President of the Nièvre Departmental Council and of Nièvre Numérique, shares the vision behind the project:

Making the Nièvre a more connected and sustainable territory, where technology must remain a tool serving its residents.
”The challenges of a connected rural territory
In the Nièvre, most municipalities are rural, with few technical staff and tight budgets. Yet they manage dozens of public assets whose data had until now been scattered, invisible and unused. Without a consolidated view of the territory, each department managed its own scope in isolation. Failures were discovered too late, consumption drifted unnoticed, and collection rounds ran empty. For municipalities with limited resources, every inefficiency comes at a cost.
Centralising data for better decisions
The Nièvre department is home to a majority of small rural municipalities with limited technical and human resources to modernise the management of their public assets. Useful data (energy consumption, air quality, water levels, lighting status) remained locked in separate systems that could not talk to one another.
The result: technical teams were unable to cross-reference information between departments, anticipate incidents before they occurred, or get a cross-functional view of the territory.
Nièvre Numérique faced a threefold challenge:
→ Find a solution that municipalities with limited resources could easily adopt
→ Cover a wide range of uses (water, energy, buildings, waste) within a single platform
→ Ensure technological independence and the ability to evolve over time

Let’s discuss your operational challenges!
Every territory has its own infrastructure, constraints and priorities. Our teams support local authorities in setting up hypervision platforms tailored to their needs.
Your challenges are unique. Let’s talk about them.
One platform, 4 territorial use domains
Water, lighting, buildings: since the project was launched, Nièvre Numérique has been rolling out concrete use cases, municipality by municipality, domain by domain. Nièvre Numérique chose to gradually deploy its members’ priority use cases, each time building on the same technical foundation, so it can keep evolving without ever starting from scratch. Coming next: parking and waste collection!
LIGHTING & ENERGY
Every streetlight becomes a smart control point: calendar scheduling, remote override, presence and light-level detection.
Alongside this, monitoring electricity consumption by circuit makes it possible to pinpoint the main sources of consumption and detect any drift.
Initial deployments are under way in partnership with SIEEEN, notably in the municipality of Corvol-l’Orgueilleux.
Across the sector, this type of optimisation can cut consumption by up to 40% on existing equipment, and by up to a further 70% when switching to LED.

WATER & ENVIRONMENT
598 connected water meters provide automatic daily readings, instant detection of leaks and anomalies, fire hydrant monitoring and real-time alerts for operators.
Kuzzle’s Hypervision platform also monitors river and reservoir levels, with alerts configurable by threshold, flood or shortage, to anticipate risks and protect residents.
The solution is deployed with several water stakeholders: the Bourgogne Nivernaise, Sologne Bourbonnaise and Ixeure à la Nièvre water syndicates (SIAEP), and the municipality of Guérigny.
It can reduce water consumption by up to 15% in public buildings, and by up to 10% for households connected to the remote meter-reading network.

BUILDINGS & COMFORT
Public buildings become spaces managed as closely as possible to how they are used, where occupant comfort and energy efficiency go hand in hand.
Heating is controlled by temperature setpoint, room by room, to cut consumption without compromising comfort.
Indoor air quality is measured continuously (CO₂, temperature, humidity), with alerts to act before conditions deteriorate. This monitoring also helps local authorities meet their regulatory obligations on air quality and energy performance in public buildings with greater confidence.
The solution is deployed in 2 fire stations of the departmental fire and rescue service (SDIS), in Cosne-Cours-sur-Loire and La Charité-sur-Loire, for heating control, and in municipal buildings for heating and indoor air quality.
For example, for a municipality of 500 residents, building monitoring can save up to €2,400 a year on public building energy costs.

URBAN SERVICES
Beyond buildings, everyday public assets will soon be remotely controllable too, enabling better-targeted field operations thanks to Nièvre Numérique and Kuzzle.
This will include waste drop-off points and car parks. How will it work?
For waste, no more empty collection rounds! Monitoring the fill level of drop-off points will trigger collection at the right time, saving time on rounds and cutting related CO₂ emissions by up to 20%.
For parking, the platform will provide a real-time view of occupancy in each parking area, space by space. Municipalities will be able to identify saturated areas at peak times, direct drivers to available spaces and adjust their parking policy based on actual use rather than estimates.
And more use cases will follow soon!

A sovereign and modular platform
Nièvre Numérique relies on the Kuzzle Hypervision platform to centralise data from its public assets in a single interface, accessible to all local authority departments. Each territory has dashboards tailored to its needs, combining field data and real-time usage indicators.
Unified business solution
Before Kuzzle Hypervision, each department (water, lighting, buildings, waste) worked with its own tool, with no shared view.
Nièvre Numérique opted for a single platform covering all uses. A technician can check the status of street lighting in the morning and the air quality of a fire station in the afternoon, in real time, without switching interfaces.
LoRa Network
The deployment relies on a LoRa network, a low-bandwidth, long-range technology ideal for sparsely populated areas. Gateways are installed on high points across the territory (water towers, public buildings) to maximise coverage with minimal infrastructure. Each installation follows the same process: terrain simulation to identify the optimal location, approval from the site owner with a 20-year occupancy agreement, then connection and commissioning in a single day on site. Kuzzle’s Hypervision platform is interoperable with all types of network connectivity.
Starter Kit
Nièvre Numérique takes a “starter kit” approach: around ten sensors are made available to local authorities to launch their first use cases, followed by a gradual scale-up as value is demonstrated. For municipalities with fewer than 1,000 residents, this first kit is provided free of charge, up to a total of 200 sensors across the programme. A model designed to remove barriers to adoption in small rural municipalities, backed by local support.
Training and support
Trained by Kuzzle, Nièvre Numérique’s teams help each member authority become independent on the platform: configuring use cases, interpreting data and adjusting alert thresholds. This local presence ensures lasting skills development, municipality by municipality.
Key project figures
Kuzzle estimates
A model that grows with the territory
The Connected and Sustainable Territory project wasn’t built in a day, and that is precisely its strength. Each municipality joins at its own pace, and each new use case builds on the same technical foundation.
A roadmap that adapts to local needs
The 2026 roadmap aims for full coverage of the pilot area, with a target of 70 gateways deployed and the extension of the scheme to new municipalities.
Nièvre Numérique also plans to open the platform to new innovative services, while measuring the scheme’s impact across the whole department.
This ability to grow without starting from scratch is one of Kuzzle’s key strengths.
Teams trained to deploy independently
Rolling out the platform goes hand in hand with upskilling Nièvre Numérique’s technical teams.
Trained directly by Kuzzle, they can now deploy new use cases on their own and support their member authorities without systematically relying on an external provider.

Nièvre Numérique is the open joint syndicate (syndicat mixte ouvert) responsible for deploying and operating digital networks in the Nièvre department. With more than €250M invested to bring fibre to every household in the Nièvre, including €70M in public funding, the department is entering a new phase: making the most of digital uses to serve public policy and the ecological transition. Nièvre Numérique is building on this momentum by launching the Connected and Sustainable Territory project, as part of the SDUNIA approved in October 2025, and deploying a network of connected devices covering 100 municipalities.
